CMA Solicits Public Feedback on Regulatory Provisions for Improving IPO Practices Project

The Capital Market Authority (CMA) invited the public to submit feedback on the regulatory provisions for the project on improving initial public offering (IPO) practices within 30 days ending on 1448/05/11H corresponding to 2026/10/22G, to be effective from 2026/11/02G. The proposed provisions stipulate that the underwriter’s commitment to purchase all offering shares takes effect with the start of the book-building process; if the underwriter’s ownership of the offering shares results in a breach of listing requirements under the Listing Rules, the issuer’s shares shall not be listed while the underwriter must still purchase all offering shares. The provisions also restrict solvency verification for participation orders to cash or near-cash to be binding for payment by the final payment deadline at the latest, and mandate the issuer to disclose financial performance projections and indicators for not less than one year.
